IDIS v. 3.0 is now web-based! You will find the look and feel of the new IDIS to be very similar to IDIS v. 2.0. IDIS can now be used on any
computer that has internet access by using a the web browser of your choice, without any need to download or install software.

What’s New in IDIS v 3.0?
IDIS v 3.0 is designed to streamline and simplify recording and reporting of campaign finance information. IDIS v 3.0 will:
- Be available from any computer with Internet Access because it is Web-based.
- No longer require any software to be installed or downloaded
- Allow users to securely log in with a User Name and Password
- Allow multiple users to work on reports simultaneously
- Automatically store your data to the State Board of Elections server
How Do I Access IDIS v 3.0
Open your internet browser and type the following into the address bar:
https://idis3.elections.il.gov
You will be directed to the screen below:
Every time you use IDIS, you will need to enter your User Name and Password (case sensitive) on this page and click on Log In.
Your User Name and Password are issued by the State Board of Elections at the time you established your filing account. You must obtain a
user name and password prior to using IDIS v 3.0. To obtain a filer, contact the Campaign Disclosure Division at 217-782-4141 or 312-814-6440.
Upon logging into IDIS you will be directed to the IDIS v 3.0 homepage. All functions of the system are available from this page including
entering receipts, expenditures, entities and accessing and filing Campaign Disclosure Reports. See IDIS Help for further assistance with these features.
A Brief Overview of the IDIS v 3.0
IDIS v 2 used several windows to navigate through the program. In IDIS v. 3.0, the design is very similar to IDIS v 2; however, since the
program is now web-based, only one window is used. You will be using three modes in IDIS v3.0:
• Home Page Mode
- Used to enter financial transactions.
• Reports Mode
- Used to view and file current, future and previously filed Campaign Disclosure Reports.
• Committee Details Mode
– Used to manage the Committee’s D-1 and electronic filing information.
While navigating through IDIS v 3.0, it is important that you click on these modes (located at the top right of the page) rather than clicking
your browsers “back” button.
Transferring My Committee Records to IDIS v 3.0
Users can easily transfer committee data from IDIS v 2.0 to IDIS v 3.0.
• Committees are transferred one-at-a-time
• Transferring is only possible in one direction: from the IDIS v 2 into IDIS v 3.0
• Once transferred, the committee may not file reports from IDIS v 2
• Internet access is required to transfer your data into IDIS v 3.0
• Transferring your data copies all entities, receipts, expenditures, other transactions and reports that have been filed with IDIS v. 2 into IDIS v. 3.0
• You can view and print reports that have been previously filed in IDIS v. 2
Once you have upgraded to the web-based IDIS v.3.0 you can no longer use IDISv2.0.
Follow the steps below to transfer your committee and start using IDIS v 3.0:
Be sure that the most recent backup data has been restored to IDIS v 2 before transferring the file into IDIS v 3.0
1. Open IDIS v 2.0
2. Click File, click Select Committee. Click on the name of the committee that you want to transfer and select OK.
3. Confirm the correct committee was selected. You should see the Committee name at the top of the window in IDIS v 2.0.
4. In the top menu, click Actions, Permanent Transfer of Committee, then click Export to XML for Transfer.
5. The Transfer Committee – Export window appears. Click Browse, select the Desktop and click OK, click Export.
6. A message will appear in the Committee Export Window stating “The Committee was exported successfully”.
7. Close the IDIS v 2.0 programs.
8. Log into IDIS v 3.0 using the username and password of the committee to be imported.
9. From the main screen click Actions, Permanent Transfer of Committee, and Import from XML. Click Browse, select the Desktop, then select
the XML file to be imported, click Open and then click Import. When the import process is completed, a message will appear stating the
committee was imported successfully”.
10. A committee may only be transferred one time into IDIS v 3.0.
I prepare reports for more than one committee.
IDIS v 3.0 is designed to work with more than one committee. Users are only able to work on one committee at a time. You may switch between
committees by logging on IDIS v 3.0 by using the user name and password information that has been established for each committee. Data entered
in IDIS v 3.0 is automatically stored on the State Board of Elections web servers. Therefore, you do not have to back up the database to an
external source. To save your work, simply log out of the system after you have finished working on your committee’s disclosure reporting. You
can access your saved data by logging back into the program.
