What is a User Name and Password?
The user name is a unique account name that a political committee will choose for the purpose of filing with IDIS 3. You will not be able to electronically file your reports until you have established a user Name and password with the State Board of Elections. The user name and password are used solely for the electronic filing of reports and it is used to log in to your account in IDIS v 3.0. It is important that a Committee keep this information secure. It should never be written on any report. It should not be confused with the Committee identification numbers issued when a D-1 is filed forming a new Committee.
How do I get a User Name and Password?
A user Name and password may be obtained by calling the Board at (217)-782-4141 or (312)-814-6440 during business hours and after the political committee has filed a D-1 Statement of Organization.
You will be required to provide certain information before a user name and password can be assigned to your committee. The Committee must choose the user name, a password and identify at least one contact person. Two contact people may be listed, but only one is required. Each contact person must provide a unique 9-digit number for identification purposes, a daytime phone number, and an e-mail address (optional).
Will I receive a confirmation of my User Name and Password?
After a user name and password are established, a letter of confirmation, including all contact information minus the 9-digit number provided by the contact person, will be mailed to the Committee address for verification and should be kept with the Committee's records.
Can I use the same User Name and Password for more than one committee?
Each Committee has its own unique user name and password. Do not share this information or file another committees information under the same user name and password as that would result in filing a report for the wrong committee.
Can I get a new User Name?
No. Once a user name is issued to a particular political committee, that name will always be associated with that committee. However, a password may be changed by contacting the Board.
Can I change contact information?
The contact information may only be changed by the contact person by calling the Board at 217-782-4141 or 312-814-6440. That person must be prepared to provide his unique 9-digit identification number, which he had previously given to the Board when initially establishing the user name and password.
When is it advisable to change the committee's password?
Whenever there is a change in officers and/or contact people, the Committee may wish to consider changing its password. Obviously members of the committee are in a better position to determine whether this is advisable than is the Board.
Where do I enter the User Name and Password in IDIS v 3.0?
Open your internet browser and type the following into the address bar https://idis3.elections.il.gov. You will enter the user name and password on the log in page of IDIS v. 3.0. Every time you use IDIS, you will need to enter your User Name and Password (case sensitive) on this page and click on Log In. You will enter the user name under the View Committee Details mode, on the tab User Name/Purpose, in the field User Name. You will be asked for your password each time you file a separate campaign disclosure report.
In the past I used IDIS v 2.0 or IDIS v 1.2 and used a filer account. Do I need a new User Name or Password?
No. If the committee was issued a Filer Account Number or an FID number they will not need to establish a user name and password. In IDIS v 3.0, the FID number is the same as a user name. The password established with the filer account is also the password the committee should use to file campaign disclosure reports electronically in IDIS v. 3.0.
