How do I set up a committee?

To set up a new committee you must file a D-1 Statement of Organization with the State Board of Elections. After you have filed the D-1, you are able to use IDIS 3.0 to file Campaign Finance Reports. You will need to establish a User Name and Password with the State Board of Elections. To obtain the user name and password, contact the Campaign Disclosure Division at 217-782-4141 or 312-814-6440. To set up a committee in IDIS 3.0, follow the directions in the help menu under the heading Using IDIS.

Can a D-1 statement of organization be filed electronically?

No. The paper D-1 Statement of Organization may be delivered in person, mailed, faxed or scanned and e-mailed to [email protected].

When do I file the D-1

Once the $5,000 threshold is exceeded, the Political Committee must file a D-1 Statement of Organization within ten business days. If a Committee forms within the 30 days prior to an election, the Statement of Organization must be filed within two business days.

How do I determine the date of creation of my committee?

A political committee�s date of creation is the date the $5,000 threshold is exceeded.

Where do I file the D-1

Every Political Committee shall file its D-1 with the State Board of Elections. There is no obligation to file the D-1 with the local county clerk.

Can I fax the D-1?

The D-1 may be faxed to the Board of Elections at 217-782-5959.
